What "Physical Literacy" Actually Means — And Why It Comes Before Sport-Specific Training
"Physical literacy" gets used loosely around youth sport in Singapore — as a compliment for a coordinated kid, as a line in a PE curriculum document, as a vague marketing phrase. Almost none of that everyday usage matches what the term actually denotes in the sport science literature it comes from. Physical literacy is not a synonym for athleticism, and it is not another name for fundamental movement skills. It is a specific, four-part construct with a formal consensus definition, a growing body of research trying to measure it accurately, and — increasingly — a defined place in how long-term athletic development is supposed to be sequenced: ahead of sport-specific technical coaching, not alongside it or after it.
A term with a formal definition, not a compliment
The term itself predates its current popularity by three decades. British physical educationalist Margaret Whitehead first proposed physical literacy at the International Association of Physical Education and Sport for Girls and Women's congress in Melbourne in 1993, then developed it into a full academic argument in her 2001 paper "The Concept of Physical Literacy," published in the European Journal of Physical Education.2 Her case rested on a specific philosophical objection: Western thinking about the body, she argued, still carries a Cartesian split between mind and body that treats physical education as a lesser, separate activity from cognitive learning. Whitehead grounded physical literacy instead in monist philosophy — rejecting that split — drawing on the existentialist and phenomenological work of Jean-Paul Sartre and Maurice Merleau-Ponty on embodiment: the idea that a person's lived experience of their own body is inseparable from how they perceive and understand the world, not a secondary channel running alongside intellect.1 That is a deliberately philosophical starting point for what looks, on the surface, like a curriculum term — and it explains why the definition that eventually followed treats motivation and understanding as being just as central as physical skill, not add-ons to it.
The International Physical Literacy Association (IPLA), the body Whitehead helped establish to coordinate the concept's use worldwide, published its now-standard definition in May 2014:
Physical literacy can be described as the motivation, confidence, physical competence, knowledge and understanding to value and take responsibility for engagement in physical activities for life.
That definition has since been formally adopted well beyond the UK. Canada ran an 18-month, multi-stakeholder consensus process — a steering committee spanning sport, education, recreation, public health, and research organisations, refined through nationwide practitioner survey rounds — before adopting the identical wording as its own national consensus statement in 2015, launched at the International Physical Literacy Conference in Vancouver.3 The deliberate breadth of that process is part of the point: this isn't one researcher's private terminology. It's a definition multiple national sport systems formally signed off on.
Four elements, not one skill
Read closely, the definition names four separate elements, and the research built on it treats them as genuinely distinct domains rather than restating the same idea four ways:
- Motivation and confidence — the affective domain: enthusiasm for movement and the self-assurance to attempt an unfamiliar physical task rather than avoid it.
- Physical competence — the domain most people mean when they say "physical literacy": the movement skills and patterns themselves, plus the capacity to sustain different intensities and durations of activity.
- Knowledge and understanding — the cognitive domain: knowing why a given movement works, what a safe training environment looks like, and what an active lifestyle actually does for health.
- Valuing it and taking responsibility for it — a dispositional layer sitting on top of the other three: treating physical activity as something worth prioritising for yourself, not just something performed for a coach or a grade.
Every assessment tool discussed below exists because of that four-way split. A test that only measures the second item on this list is, by the concept's own definition, measuring something narrower than physical literacy itself.
Why a skilled mover can still lack it
This is where physical literacy is most commonly misapplied — collapsed into a synonym for fundamental movement skills (FMS): running, jumping, throwing, catching, kicking, balancing. A systematic review by Edwards and colleagues, examining the definitions used across 50 academic papers on the topic, found that 70% (35 papers) adopted Whitehead's full, holistic four-domain reading, while a smaller cluster — mostly papers written from within the Long-Term Athlete Development tradition — used a narrower, physical-only version of the term.4 The same review described physical literacy as "an antecedent of physical activity, while also being developed through physical activity" — a cause of lifelong participation, not just a byproduct of good coaching, and something categorically different from a skills checklist.
Two children can post identical scores on a run-jump-catch battery and still have very different physical literacy. One is confident approaching an unfamiliar drill and chooses to keep playing once the structured session ends; the other executes the same skills competently under instruction and picks something sedentary the moment nobody is directing them. By the IPLA's own definition, only the first child is physically literate — the second has physical competence without the motivation, confidence, or valuing that turns competence into an actual, lasting behaviour.
How sport scientists actually measure it
Measuring a four-domain construct that spans physical performance, self-reported motivation, and factual knowledge is a harder problem than measuring a 40-metre sprint time, and the research field is candid about how unevenly it has been solved. A systematic review of 32 peer-reviewed empirical studies attempting to assess physical literacy or closely related constructs found the measurement effort skewed heavily toward the domain that's easiest to test with a stopwatch and a checklist: 61% of the studies measured only physical competence, 22% measured the affective domain, just 14% addressed knowledge and understanding, and only a handful of tools — really, only one, the Canadian Assessment of Physical Literacy — attempted to integrate all three measurable domains into a single assessment.5 The review's own conclusion was blunt: physical literacy "cannot be measured/assessed in a traditional/conventional sense" using one standardised test, and researchers need to combine quantitative skill testing with qualitative or self-report methods rather than treating a single clean number as sufficient.
The Canadian Assessment of Physical Literacy (CAPL-2)
The most complete instrument to date is the Canadian Assessment of Physical Literacy, Second Edition (CAPL-2), developed by researchers at the Healthy Active Living and Obesity Research Group (HALO) at the CHEO Research Institute and validated on more than 10,000 Canadian children aged 8 to 12.6 It deliberately mirrors all four elements of the consensus definition rather than just the physical one:
- Physical competence, tested through a plank hold (core endurance), the PACER shuttle run (aerobic capacity), and the Canadian Agility and Movement Skill Assessment (CAMSA) — a timed obstacle-style circuit scored for movement quality as well as speed.
- Daily behaviour, via pedometer step counts and a self-reported activity questionnaire.
- Motivation and confidence, and knowledge and understanding, both captured through a 22-item questionnaire.
Combining a fitness test, a movement-quality test, an objective activity tracker, and a self-report questionnaire in one battery is itself evidence of how seriously the field takes the claim that physical literacy is genuinely multidimensional. A single fitness score was never going to capture it.
PLAYfun and the observation-based alternative
A second widely used instrument takes a different approach entirely. PLAYfun — part of Sport for Life's Physical Literacy Assessment for Youth (PLAY) suite — is observation-based rather than test-based: a trained assessor watches a child attempt 18 fundamental movement tasks (running, jumping, throwing, catching, kicking, balance, dribbling by hand and foot) and rates each on a four-point scale from Initial through Emerging, Competent, and Proficient.7 What makes it relevant to the four-domain definition, rather than just another skills test, is what else the assessor is instructed to record: whether the child needed prompting to attempt a task, or waited to watch a peer go first before trying. That hesitation is scored as data — a proxy for confidence and understanding, not just a note in the margin — because a child who can perform a movement but won't attempt it unprompted is showing exactly the competence-without-confidence gap the concept was built to capture.
Neither instrument has fully answered the field's own critique. A 2021 systematic review of ten physical literacy assessment tools found that only three — CAPL, Canada's Passport for Life, and the IPLA's own Physical Literacy Matrix — actually addressed all three measurable domains (physical, affective, cognitive) at once. The remaining seven, including some widely used school-based tools, still measured either two domains or, in several cases, physical competence alone. The review's authors noted that roughly 70% of existing tools still lean on fundamental movement skills or general health outcomes as their real focus — precisely the narrower reading the concept was coined to move past.8
Why it's treated as the foundation, not an optional extra
The claim that physical literacy has to be built before sport-specific skill training — not alongside it, and certainly not skipped in favour of it — comes from where the concept sits inside the Long-Term Athlete Development (LTAD) model, the framework most youth athletic development programs worldwide now reference in some form. Sport for Life, the Canadian organisation that maintains the LTAD framework, places physical literacy as the explicit foundation of its athlete pathway: the earliest stages of LTAD — Active Start, FUNdamentals, and Learn to Train — are the physical-literacy-building stages, working through general movement skills, agility, balance, and coordination before an athlete moves into the sport-specific Train to Train, Train to Compete, and Train to Win stages that follow.9 The sequencing isn't incidental. It's the model's central architectural choice.
The same logic shows up inside strength and conditioning's own professional literature, not only on the physical-education side of the field. The NSCA's 2016 position statement on long-term athletic development — the consensus paper from nine researchers in pediatric exercise science and sports medicine — frames its ten guiding pillars as promoting LTAD "as a pathway toward a physically literate culture," calling for the development of general athleticism specifically to build physical literacy, ahead of and independent from any single sport's technical demands.10 That a professional body built around strength and conditioning — a field that could easily have defined its remit narrowly around sport-specific power output — writes physical literacy directly into its own foundational position statement says something about how load-bearing the concept has become across the discipline, not just in the physical education literature where it started.
The underlying reasoning holds up once the four-domain definition is taken seriously rather than read as a single skill. Sport-specific technical coaching assumes an athlete already has somewhere to put the instruction: a broad-enough movement vocabulary that a new pattern isn't being built from nothing, enough confidence to attempt an unfamiliar drill and get it wrong without disengaging, and enough understanding of why the training is structured a certain way to actually apply a correction rather than just repeat a cue. Teaching a specific technique to an athlete missing that base isn't more efficient than building the base first. It just relocates the missing work into the technical session, where it's harder to see and slower to fix.
What this means for how a program is actually structured
For anyone designing training for young or developing athletes, this reframes what "foundational" work is actually for. Movement screening, general athleticism blocks, and broad-based multi-skill exposure aren't a delay before the real coaching starts — under the physical literacy framework, they're addressing three of the four things the definition names as essential, during the period of development the research treats as most trainable. A program that moves straight to sport-specific technique with a young athlete can still teach the movement pattern itself. What it has a harder time building afterward is the motivation, confidence, and understanding the definition treats as equally central — and that's a specific, testable gap, not a vague concern. The instruments above exist precisely because sport science decided, over three decades of research, that this gap needed a number attached to it rather than being left to assumption.
